A few days ago my Motorola Moto G 2nd gen stopped connecting to both
Wifi and cell network. Until this happened the phone was fine. Phone
functions that don't require any connectivity - gallery, camera,
contacts, etc. - continue to work fine.
The phone is running Android 5.1. My cell service is from Page Plus,
and at the time I bought the phone in 2014 the vendor flashed it for
Page Plus.
I've tried rebooting the phone, and also tried running the phone in
Safe mode.
The last OS update was in April 2016. Without connectivity I can't get
an Android update over-the-air, and I've been unable to find a way to
download a newer version of Android to my PC and then transfer it to
the phone. I put Motorola's MDM on my PC, but when it checks for an OS
update, I've only gotten the message "Server busy. Try back later."
I have not yet tried a Reset To Factory Settings.
Any suggestions would be appreciated. Seems to me the only possible
software fixes are either:
1) Upgrade to a later version of Andoid, if I can figure out how to do
it via my desktop PC
2) Reset to Factory Settings.
Any tips on how to update to a later Android, without going
over-the-air?
Also, if I Reset to Factory Settings, would that "unflash" the phone,
such that it would no longer be compatible with Page Plus?

I don't know much about phones, but it doesn't sound good. I think you
need a different forum, though. I'd suggest asking on the PagePlus forum
on the Howard Forums (howardforums.com) web site, which I read frequently
and has some sharp people. From what I hear, if your phone was flashed,
you may have a problem using it on PagePlus if you reset it. Apparently
they no longer allow flashed phones to be added to service, although they
allow previous ones to remain.

This is a problem with a number of Android phones. They often have a sunset for updates. That's partially due to no upgrades for chipsets in them. For that reason because I am an Android app developer (since 2009) I won't buy the most expensive phone.

My current phone is an Moto G4 I bought for effectively $129 at Fry's last year. I buy only unlocked phones so I am not locked into a provider. They did a few months back update my phone to Android 7.0 which actually has a bug in it that needs to be fixed and probably won't and instead Google probably wants updated to 7.1 where it got fixed. I use some date and time input in my apps and use the spinner rather than calendar and clock and they seem to have goofed on 7.0 and can't get the spinners there but can on 7.1 and 8.0 emulators. Maybe Motorola will update it to 7.1 but I won't hold my breathe for 8.0. In a couple years in may be worth another phone purchase.

I have a flashed Boost Moto G on Page Plus. I disabled all updates
because I was concerned that an update would unauthorize it, now that
Verizon bans flashed phones from other carriers on Page Plus.

I think it's probably time for a new smartphone. Your problem sounds more
like a hardware (not software) failure. I think your Moto G4 internal modem
most likely is toast. No software update will fix that. You should focus
on trying to download off any data (or photos) on your smartphone that you
want to keep, including any contacts information that's on that phone.

For a new smartphone recommendation, I'm very happy with the Moto G5 Plus
(64 GB) I bought on Amazon this past summer. It has very little bloatware
and good snappy performance.

The Moto G5s Plus is simply a deluxe special-edition model of the G5 Plus
featuring an improved dual (color and monochrome) rear camera and a better
front-view selfie camera too, though in the process it loses the
magnetometer sensor that the regular G5 Plus has. The G5s Plus ships with
Android 7.1 while the G5 Plus ships with Android 7.0 (but will be upgraded
to Android 7.1).

But the chipset, cpu and graphic processors of the two phones are exactly
the same, so the overall performance will be basically the same.

Simply put, the Moto G5s Plus is simply the deluxe (and a more expensive)
version of the Moto G5 Plus but that by itself does not make the Moto G5
Plus "ancient".
