Buffering with Comcast

I have been noticing that I have been getting alot of buffering with audio streams lately.with Comcast. My biggest problem seems to be with the upstream. It used be pretty steady, but not anymore. My upload is usually around 10 mps, but sometimes it falls off a cliff. I am running ping plotter right now and it looks like I am getting alot data loss in Sunnyvale a except around 3 or 4 in the morning. I reported this to Comcast and they didn't really know what I was talking about. This problem started happening right after the net neutrality. Any ideas?

Maybe you have a neighbor who is doing huge movie downloads and goes to bed
at 3?
